Sometimes players in an area don't see eye to eye on a matter and rather than put up with or resolving the problem some may take some of their friends and attempt to form a separate Chapter nearby, chapters which form this way are usually called Splinter Groups. The BLBOD may when considering the approval of contracts for such groups question why the group is forming and why so near an established chapter.
