Revision as of 02:41, 1 June 2010

An Allthing was called for Qualls and was called to order approximately 12:30 pm on Saturday May 29th at Darkmoor.

The first Item brought up for discussion was the fact that no properly formatted amendment was submitted to the Prime Minister by the official deadline. An acceptable amendment was proposed my Sir Meggido over the Wetlist after the deadline. Due to the critical nature of the amendment, (allowing ladder awards to be presented) it was accepted for voting, by joint Monarch and Prime Minister decree, despite the lack of petition and its late submission. A vote was called to confirm this decision and passed unanimously. Discussion of the amendment itself was tabled until the end of the Allthing to give the members time to look over the proposed amendment before voting on it.

Secondly, old business was discussed. At the Midreign Allthing, Rodger's Raiders asked to not be paid back for the losses suffered by running Midreign. They considered it a gift they where giving to the Kingdom of the Wetlands. The discussion was tabled until the next Allthing because the bookkeeping for the event had not yet been finished as the event was still ongoing at the time of that discussion. This, being the next Allthing, was the next topic of discussion. Sir Crom stated that even if the Kingdom decided to pay the this money back to the Raiders, they would just be donating it back to the kingdom anyway. The measure passed unanimously to accept the Raider's gift and not pay back any monies beyond the gate fees they requested.

Third, as a point of order I felt it necessary to bring up the fact that I had missed enough park days to be eligible for removal from office by the Allthing. Per Corpora, " 4.2.3.3 Shall forfeit the office if he or she does not attend a Wetlands province or event for more than four consecutive weeks or twelve weeks in total. Special situations may be waived by Allthing." I asked to be given a "Special Situation" exemption, which passed unanimously.

Before discussion of the amendment, I opened the floor to anyone that had any other business they wished to discuss before the Allthing. King Margul expressed a desire to be heard and the floor was yielded to him. The King again stated that the new Corpora was so flawed that it needed more time to be worked on. He proposed that we repeal the passage of the new Corpora in favor of the old one in its latest revision. The Allthing was reluctant to pass such a major change at such a small Allthing. It was proposed that the matter be tabled until the Coronation Allthing where it could be discussed by more of the populace. However, it was eventually decided that the best way to give the full populace a chance to be heard on this matter was to place the item on the ballot for Coronation. The item will be added to the Proxy Ballots and the in person ballots for the election being decided at Coronation on June 19th. Pass or fail, we will proceeded under the current corpora until the Allthing on Sunday morning June 20th.

The final item up for discussion was the proposed amendment to Sections 9 and 10 of the current Corpora. The full amendment has been posted to the Wetlist before, but can be found here www.amtgard-wl.com/library/section9amendment.pdf Basically, the problem with the current Corpora is that the offices capable of handing out awards are only given the power to hand out awards in section 9. No mention is made of section 10 in which Ladder Awards are discussed. The proposed amendment simply rolls the Ladder Awards into section 9. This makes section 9 a bit long, but nicely solves the problem. A vote was held and the proposed amendment passed unanimously.

With no other discussion, I closed the Allthing and began the running of the Crown Qualifications Tournament.
