This limitation is rather silly and I hope is only a poor interpretation of the spell based on a partial or total(!) lack of spell description.
 
 
Why does a spell/innate ability require casting after it's effect has been completed? For balance, Teleport should make a loud popping noise-
 
flash of light too if your worried about deaf creatures- and STUN the targets/passengers for the remainder of the round(no SDCIWC bonuses, unable to act;Magical Items,INT & NON-, retain parrying defense ability).
 
This way, Teleport cannot be used to Surprise an enemy and the characters
 
have to worry about who or what may be there when they appear(Obvious).
