Refreshes
This is the time or condition for players to receive a full refresh that instantly restores all uses for all abilities and resets all Replenish at Base multipliers. Refreshes are not required. They may be withheld entirely or offered more readily to shape the dynamic of the game by altering the power level of abilities that will be used. More Refreshes equals more frequent high-powered effects.
