From the Bard Class description in the Rulebook:
Some monsters may be immune to the control school, but not bardic charm. Bardic charm is any control magic that is cast by a bard (even those bought with Voice).

Player Notes

Since it overlaps with the spell Charm, I consider this a highly-unfortunate choice of name for an ability. Charm used through Bardic Charm will work on certain enemies that ordinarily would resist Control Magic, but then, so would, say, Legend. "Charm? I thought you used Legend!"
A better name might be "Bardic Lulling" or "Control Affinity." --Mithrandiel
