Aramithris has stated this is the way Burning Lands has always played it. In the early years it was most certainly used in BL, although not necessarily exclusively (rules agreements never being a common occurrence, a factor which lead to the proliferation of rules interpretations across both time and location).

Was replaced in 7.0 by Short Clock.
