The Prophetic One is a NPC created by The Bitter Coast Quest Guild for use in the ongoing Bitter Coast Quest Campaign, which has been told over several reigns.
The Prophetic One is, as his name implies, a prophet. There is little memory of him left in Amtgard, so it is likely that he is from a time long past. There is currently only one recorded prophecy found in his (or perhaps her) name, and it mentions a demonic invasion lead by Lord Xanzaphil.
