Usually this means not allowed in the Rules of Play.

This can include weapons that do not meet safety requirements, dangerous activity, or simply an activity that violates the rules (e.g., a wizard who changes his spell selection mid-game after seeing the enemy's defenses).

On occasion this can also mean not allowed by the laws of the land. Anything against the law is also not allowed in amtgard.
