"Admin Attention" categories

I definitely want to make this part the main focus of the admin portal once it's redone. Things I think should be monitored:

• misspelled/unchanged category titles
• articles for deletion
• Category:pages with broken file links

More things added to the potential watch list:

• stubs (make hidden category for this)
• cleanup (make hidden cat)
• templates w/o documentation (once we get parser functions)
• possible copyvios
