Parameters
- kingdom: The kingdom issuing the ban, must match the name in the Wiki
- expires: Options: "Indefinitely" or "- Expiring 2019 February" if new category is created based on expiration, make sure that category is added to [[Category:Banned Players]].
- text: The text of the ban notification
