Luke was on the throne at the time both swords were dropped but the vote was cast during Megiddo's reign. Ack, now we have conflicting Dates and Authority. Duhgan says "December 2, 2005 Dark Emperor Luke" O'be says "Given by King Megiddo (sword was dropped by his knight, Sir Chewie) at his endreign on December 3rd 2005."
