What is it?
A signed and notarized contract between Kingdom of Burning Lands and a Chapter. According to the information at http://www.amtgardinc.com
"It allows a group to call themselves "Amtgard." It sets the date of a land, and it gives permission to create copies of the Amtgard Rulebook and Amtgard Corpora for their members."
