Sometimes players in an area don't see eye to eye on a matter and rather than put up with or resolving the problem some may take some of their friends and attempt to form a separate [[Chapter]] nearby, chapters which form this way are usually called Splinter Groups.  The [[BLBOD]] may when considering the approval of [[contracts]] for such groups question why the group is forming and why so near an established chapter.
