A defunct Shire of the Kingdom of the Rising Winds located in Russell Springs, Kentucky.

History
Founded in May of 2007 when Sir Trible Shorty moved south. They were present at the Rising Winds midriegn 07, qualls 08, and were present at Winter War 08.
Known to be active in early 2008. (Information from the Mystic Caverns Yahoo group). Receeding Waters went defunct in 2010.
